Seamen's Union.

Mr. P.M. Young called on his own accord at our

office this morning and handed us a draft of the terms,

fulfilment of which the Seamen's Union are requiring, for

calling off the present picketing. The draft he handed us was

identical with that which we obtained today through the wharf-

inger and translation thereof is attached. Mr. P.M. Young of course realised that the terms would require a considerable

amount of discussion and he himself received them from the

Chairman of the Seamen's Union without comment. He stated

that the Government was really anxious to see the present

trouble ended and his action in calling on us appears to

support the statement. Mr. Young was quite prepared to arrange

a meeting with the Seamen's Union for discussion of the terms

and hoped it would be arrenged with as little delay as possible

and asked us for a near date to be fixed. We informed him that

the matter would first have to be referred to our Head Office,

since their representative would doubtless wish to be present. In view of this proof of the Government's desire for

mediation, we think if it could be arranged for your good-

self to come up, negotiations might be conducted on a more satisfactory basis to the Com any than is possible while they are carried on through the present channel We would point

out that some of the terms which the Seamen's Union desire to

impose would hardly have the approval of the Government: Clause No. 5 for instance, which stipulates that propaganda

work and speech making shall be allowed on board Company's

steamers.
